The question is:
What is the role and powers of the Local Traffic Committee?
The answer is that the role of a Local Traffic Committee is primarily that of a technical review committee which advises the local council on traffic-related matters.
With respect to powers, Local Traffic Committees are advisory committees only and have no decision-making powers.
